A teacher asks a child to explain a familiar idea in a language the child is still learning. The response may reveal as much about language proficiency as it does about the idea itself. That distinction matters whenever a school uses one language to teach children who speak another at home.

For International Mother Language Day on 21 February 2025, UNESCO presents its _Languages Matter_ guidance and asks education systems to plan for multilingual learning. [UNESCO’s guidance](https://www.unesco.org/en/articles/languages-matter-global-guidance-multilingual-education) and [launch announcement](https://www.unesco.org/en/articles/new-unesco-report-calls-multilingual-education-unlock-learning-and-inclusion).

The guidance places learners’ ability to understand instruction at the centre of language policy. Its practical recommendations include materials in learners’ languages and teachers prepared to work across the languages used in school. That makes implementation a question of resources and classroom practice.

## Comprehension shapes participation

Consider a science discussion in which a pupil understands the process being described but cannot find the words to explain it in the school’s main language. A teacher needs a way to discover what the pupil already knows. Allowing an explanation in a familiar language, where the teacher can understand or reliably interpret it, can provide a starting point for the lesson.

The language demands of an assessment deserve similar attention. If the aim is to assess a scientific concept, the school should examine how much of the task depends on unfamiliar vocabulary. If language proficiency is itself being assessed, the expectations should be clear. Combining these purposes without naming them makes the result harder to interpret.

Learning an additional language can remain an important educational goal. Schools should specify how pupils develop it while continuing to learn subjects that require increasingly complex explanations. A transition between languages needs teaching time and a clear account of the support pupils receive.

## Plan the transition with teachers

A language policy must reach the point where a teacher chooses an explanation for tomorrow’s lesson. Leaders need to know which languages pupils use and whether suitable materials exist. They must also consider how teachers respond when a class includes several home languages.

These decisions should be planned with the people who teach through them. A published policy can set an ambition; teachers need room to identify where the available materials leave gaps. Families should understand when a new language enters instruction and how the school checks comprehension during that change.

A useful review would follow one unit through the transition. Teachers could examine the vocabulary it assumes and compare pupils’ explanations with their written responses. That would give the school a concrete basis for deciding whether students need more language support before the next unit begins.
